The Ministry of Agriculture and Rural Development (MADER) notes that there are difficulties in the process of issuing Phytosanitary Certificates, and is committed to implementing solutions by June. During a meeting with the Deputy Minister of Agriculture and Rural Development, Olegário Banze, the Confederation of Economic Associations of Mozambique (CTA) shared concerns about the slowness and frequent errors in the process of obtaining these certificates.
MADER admitted that part of the delay can be attributed to officials at the Provincial Directorates of Agriculture, where the requests for Phytosanitary Certificates are initially submitted. Committing itself to resolving this issue, the Ministry stressed that the centralized process works efficiently, and the National Directorate will step up efforts to rectify the situation with provincial officials.
In order to give priority to companies handling large volumes and fresh produce, inspectors have received specific instructions. However, due to security concerns following incidents of forgery, the issuing of certificates at provincial level is temporarily suspended. The process now involves scanning only, with centralized issuance while the complete digital system is finalized, scheduled for June.
MADER has assured that it will continue working to improve efficiency and provide rapid responses to requests.
The issuing of Phytosanitary Certificates is crucial for the export of agricultural products, ensuring that they meet the quality and safety standards demanded by international markets. Therefore, improving this process not only benefits companies, but also strengthens Mozambique’s position as a reliable supplier on the global market.
