Between 2017 and 2022, he served as Vice-Governor of the Bank of Mozambique, during which he played a crucial role in regulating and supervising the national financial system.

From 2014 to 2017, Victor Gomes served as Chairman of the Board of Directors of Portos e Caminhos de Ferro de Moçambique (CFM). During this period, he led strategic infrastructure projects that significantly boosted the development of the transportation and logistics sector in the country.
