Mozambique receives 18.6 M€ to support sustainable infrastructure program

Mozambique has received a donation of 18.6 million euros (approximately 1.2 billion meticais) from the international Mitigation Action Facility (MAF), with the aim of supporting the construction of sustainable infrastructure for waste treatment throughout the country. The money will be allocated to the “ValoRe” program, a Mozambican government initiative aimed at promoting more effective and sustainable waste management in all the provinces.

The ValoRe program, launched in August 2020 by the Government of Mozambique, was highlighted during the 2024 United Nations Climate Change Conference, held in Baku, Azerbaijan. On the occasion, the director of the Mitigation Action Facility, Soeren David, said that the country was praised for the significant progress made in implementing sustainable solutions for waste treatment, as well as being recognized for adopting the Environmental Packaging Levy.

This levy, which is part of a broader regulatory framework of extended producer responsibility, aims to strengthen recycling and encourage a more circular economy, crucial factors in reducing the environmental impact of packaging in the country. The program is one of Mozambique’s measures to tackle environmental challenges and promote greener practices in waste treatment.

Partnership and Implementation

ValoRe is being implemented in partnership between Mozambique’s Ministry of Land and Environment and the Belgian Development Agency (Enabel), which is providing technical and financial support to carry out the activities. The initiative seeks not only to improve the infrastructure for waste treatment, but also to promote education and awareness about the importance of recycling and sustainable solid waste management.

The Mitigation Action Facility ‘s support is seen as an important step in building Mozambique’s capacity to face climate change, providing long-term solutions that not only benefit the environment, but also promote the creation of green jobs and sustainable development in various regions of the country.

International recognition

MAF’s donation and the recognition received by the ValoRe program at the climate conference reflect Mozambique’s growing commitment to global environmental goals and its willingness to adopt more sustainable practices. The Environmental Levy on Packaging and other measures associated with the circular economy have been pointed to as examples of good practice in public policies aimed at sustainability.

The implementation of this project is crucial to meet the growing challenge of waste management in a fast-growing country like Mozambique and to contribute to global climate change mitigation goals.
