The American Chamber of Commerce in Mozambique (AmCham) has officially launched the English translation of Labour Law No. 13/2023, marking a significant step towards the internationalisation of the country’s labour legal framework, particularly at a time when various multinationals are operating in Mozambique, especially in the industrial sector.
The launch ceremony brought together legal professionals, entrepreneurs, human resources managers, and representatives from the financial sector.
During the event, held in the format of a panel discussion, representatives of sponsoring organisations and legal experts analysed the practical implications of the new labour legislation for business management and workers’ rights. Key speakers included Dr. Gimina Langa and Dr. Selvita Costa (SAL & Caldeira), Dr. Tânia Silva Taju (PwC), and Dr. Benedito Cossa (Vista Bank).
In her address, AmCham Executive Director Faheema Sulemane stated that the technical translation of the Labour Law fills a critical gap for investors, managers, and foreign executives who do not speak Portuguese.
“This English version is a compliance and clarity tool. It facilitates access to legal information, reduces legal risk, improves internal communication within companies, and promotes a more transparent and competitive business environment,” she said.
An initial print run of 300 physical copies of the translated Labour Law is available. The content may also be used for due diligence processes, investment preparation, and harmonisation of labour practices with the current legal framework.
“This legal translation enables investors to know, even before entering the market, what to expect in terms of labour regulations. It is a risk management and strategic planning tool,” highlighted Gimina Langa, lawyer and partner in charge of the labour law department at SAL & Caldeira.
With this initiative, AmCham reaffirms its role as a platform for business dialogue and advocacy, giving voice to the needs of the private sector and promoting structural projects that enhance legal certainty and foreign direct investment in Mozambique.
It should be noted that the full translation of the legal text will be subject to an internal survey, which will result in a consolidated AmCham opinion on the practical application of the new legislation, to be shared with authorities and institutional partners.
