President of the Republic to present latest state of the nation at July plenary session

The Assembly of the Republic of Mozambique is scheduled to resume its plenary meetings on July 10, with an agenda consisting of 18 discussion points. One of the main items is the latest annual report on the state of the nation, to be presented by President Filipe Nyusi, according to the Lusa news agency.

In addition to the President’s speech, the agenda includes other crucial items, such as the Ombudsman’s annual report and the examination of the law establishing the legal framework for the presidential, legislative and provincial elections, as well as the election of the provincial governor.

The tenth session of the current legislature will also deal with proposals to revise the Law of the Police of the Republic of Mozambique and the Statute of Judicial Magistrates, as well as draft resolutions for the election of members of the Supervisory Committee of the Sovereign Fund of Mozambique and the Law to Revise the Organic Law of the Assembly of the Republic.

After a break for the traditional first semester recess, plenary meetings were interrupted on May 24. It is worth noting that the Assembly of the Republic, made up of 250 deputies, is dominated by the Mozambique Liberation Front (Frelimo), with 184 seats, followed by the Mozambican National Resistance (Renamo), with 60 seats, and the Mozambique Democratic Movement (MDM), with six seats.

This year, Mozambique is preparing for general elections on October 9, which include both legislative and presidential elections. Notably, Filipe Nyusi will not be running again, as he has reached the limit of two presidential terms, as provided for in the Constitution.

A empresa mineira de pedras preciosas Gemfields, com sede em Londres, revelou resultados promissores de suas actividades de perfuração em sua mina de ouro em Nairoto, na província de Cabo Delgado, Moçambique. Segundo a empresa, as primeiras estimativas sugerem a presença de aproximadamente 103 mil onças de ouro, com uma média de mais de dois gramas por tonelada, a uma profundidade de 80 metros.

Esses resultados, provenientes apenas da área-alvo denominada TL5, representam um marco significativo para a empresa, que inicialmente não incluiu a extracção de ouro em sua estratégia a longo prazo. No entanto, diante dessas descobertas promissoras, a Gemfields agora planeia buscar um comprador ou parceiro adequado para o projecto no futuro.

O director-geral da Gemfields para Moçambique, Kartikeya Parikshya, expressou optimismo em relação ao futuro do projecto, afirmando que esses resultados são um bom primeiro passo à medida que continuam as explorações para compreender melhor tanto o TL5 quanto outras áreas-alvo da mina.

Além disso, Parikshya anunciou planos ambiciosos para a produção de ouro proveniente do TL5 até o final do ano, desde que tudo corra conforme o planeado. No entanto, os desafios persistem, especialmente em meio à instabilidade causada pela pandemia de COVID-19 e pela insurgência extremista islâmica que afecta a região.

A Gemfields, em parceria com a Nairoto Resources, está desenvolvendo o projecto na província de Cabo Delgado, uma região rica em recursos naturais. A empresa possui uma participação de 75% na joint venture, enquanto os 25% restantes são detidos pela Mwiriti, seu parceiro local na mina de rubis de Montepuez.

Entretanto, a violência na região continua sendo uma preocupação importante. Desde 2017, mais de 4500 mortes foram registadas e mais de um milhão de pessoas, predominantemente mulheres e crianças, foram deslocadas devido à insurgência extremista islâmica. Essa instabilidade representa um desafio adicional para o desenvolvimento e operação segura do projecto de mineração de ouro da Gemfields em Moçambique.

Gemfields announces discovery of potential gold reservoir in Mozambique

London-based gemstone mining company Gemfields has revealed promising results from its drilling activities at its Nairoto gold mine in Cabo Delgado province, Mozambique. According to the company, the first estimates suggest the presence of approximately 103,000 ounces of gold, with an average of more than two grams per ton, at a depth of 80 meters.

These results, coming only from the target area called TL5, represent a significant milestone for the company, which initially did not include gold mining in its long-term strategy. However, in view of these promising discoveries, Gemfields now plans to look for a suitable buyer or partner for the project in the future.

Gemfields’ managing director for Mozambique, Kartikeya Parikshya, expressed optimism about the future of the project, saying that these results are a good first step as explorations continue to better understand both TL5 and other target areas of the mine.

In addition, Parikshya announced ambitious plans to produce gold from TL5 by the end of the year, provided everything goes according to plan. However, challenges remain, especially amid the instability caused by the COVID-19 pandemic and the Islamic extremist insurgency affecting the region.

Gemfields, in partnership with Nairoto Resources, is developing the project in Cabo Delgado province, a region rich in natural resources. The company has a 75% stake in the joint venture, while the remaining 25% is held by Mwiriti, its local partner in the Montepuez ruby mine.

However, violence in the region remains a major concern. Since 2017, more than 4,500 deaths have been recorded and more than a million people, predominantly women and children, have been displaced due to Islamic extremist insurgency. This instability represents an additional challenge for the development and safe operation of Gemfields’ gold mining project in Mozambique.

Governo de Moçambique aguarda detalhes para oficializar a venda das acções da Galp

O presidente do Conselho de Administração (PCA) do Instituto Nacional de Petróleos (INP), Nazário Bangalane, revelou que o Governo está aguardando por mais detalhes para oficializar e acelerar a venda das acções da petrolífera portuguesa Galp, no projecto de gás natural liquefeito (GNL) na Área 4 da bacia do Rovuma, em Cabo Delgado.

De acordo com Bangalane, a Galp tem a missão de submeter oficialmente o processo de venda, que será então analisado pelo Governo, visando obter todos os detalhes profundos do contrato. Ele enfatizou o interesse do Executivo em acelerar o processo para garantir a continuidade dos trabalhos na bacia do Rovuma conforme os padrões aprovados.

No mês passado, a Galp anunciou um acordo com a petrolífera dos Emirados Árabes Unidos, ADNOC, para vender sua posição no consórcio que pesquisa gás natural na bacia de Rovuma, por quase 41,1 mil milhões de meticais (600 milhões de euros). A Galp alienará sua participação de 10% na Área 4, uma operação que deverá ser concluída até o final do ano.

A Área 4 inclui o Coral Sul FLNG, operacional desde 2022, além dos desenvolvimentos ‘onshore’ da Coral Norte FLNG e Rovuma LNG, com previsão de aprovação em 2024/2025. A empresa deverá receber 41,1 mil milhões de meticais (600 milhões de euros) pelas suas acções e empréstimos de accionistas, já líquidos de impostos sobre os ganhos de capital.

O acordo também prevê pagamentos contingentes adicionais com a decisão final de investimento do Coral Norte e do Rovuma LNG, respectivamente. A Área 4 é operada pela Mozambique Rovuma Venture (MRV), uma ‘joint venture’ em co-propriedade da ExxonMobil, Eni e CNPC (China), que detém 70% de interesse participativo no contrato de concessão.

Mozambican government awaits details to formalize sale of Galp shares

The Chairman of the Board of Directors (PCA) of the National Petroleum Institute (INP), Nazário Bangalane, revealed that the government is waiting for more details in order to formalize and speed up the sale of Portuguese oil company Galp’s shares in the liquefied natural gas (LNG) project in Area 4 of the Rovuma basin in Cabo Delgado.

According to Bangalane, Galp is tasked with officially submitting the sale process, which will then be analyzed by the government, with a view to obtaining all the in-depth details of the contract. He emphasized the Executive’s interest in speeding up the process to guarantee the continuity of work in the Rovuma basin according to the approved standards.

Last month, Galp announced an agreement with the United Arab Emirates oil company, ADNOC, to sell its position in the consortium researching natural gas in the Rovuma basin, for almost 41.1 billion meticais (600 million euros). Galp will sell its 10% stake in Area 4, an operation that should be concluded by the end of the year.

Area 4 includes Coral South FLNG, operational since 2022, as well as the onshore developments of Coral North FLNG and Rovuma LNG, expected to be approved in 2024/2025. The company should receive 41.1 billion meticais (600 million euros) for its shares and shareholder loans, already net of capital gains taxes.

The agreement also provides for additional contingent payments with the final investment decision for Coral Norte and Rovuma LNG, respectively. Area 4 is operated by Mozambique Rovuma Venture (MRV), a joint venture co-owned by ExxonMobil, Eni and CNPC (China), which holds a 70% participating interest in the concession contract.

Novas regras aduaneiras em Moçambique: Proibida a compra e transporte de carvão sem licença

O Governo proíbe desde 1 de Junho a compra e transporte de carvão sem a devida licença. Em caso de inobservância da medida, o infractor será detido e condenado a penas que variam de um a cinco anos de prisão.

Segundo um artigo publicado esta Quarta-feira, 5 de Junho, pelo portal de notícias Carta de Moçambique, a informação consta da Lei n.º 17/2023 de 29 de Dezembro sobre Florestas e Fauna Bravia, que entrou em vigor no passado dia 1 de Junho.

Segundo o site, está plasmado no n.º 1 do artigo 77 da Lei, que aquele que cortar, extrair, derrubar, transportar, adquirir, armazenar, comercializar e expor madeira, carvão vegetal e outros recursos florestais, sem a licença ou inobservância das condições estabelecidas, é punido com pena de prisão de um a cinco anos e multa correspondente.

“Até que se prove o contrário, presume-se que os recursos florestais foram extraídos ou abatidos por aquele que os transporta ou está em posse dos mesmos”, consta do dispositivo legal.

O mesmo artigo estabelece que aquele que pratica o crime de desobediência ou que faltar à obediência das ordens legítimas do fiscal de florestas, fiscal ajuramentado ou outra autoridade pública competente será punido nos termos da lei penal vigente.

O artigo n.º 79 prevê ainda que serão punidos aqueles que exploram ou processam produtos florestais madeireiros com instrumentos, meios proibidos ou técnicas inapropriadas, e aqueles que armazenam em juntas, pátios, armazéns ou estaleiros de produtos florestais sem observância às condições legalmente estabelecidas.

A referida lei proíbe a transmissão de direitos de exploração de produtos florestais em desacordo com as condições legalmente estabelecidas. Refira-se que a Lei n.º 17/2023 de 29 de Dezembro, que entrou em vigor no dia 1 de Junho corrente e revoga a Lei n.º 10/1999, de 7 de Julho, estabelece os princípios e normas básicas sobre a protecção, conservação e utilização sustentável dos recursos florestais e faunísticos.

New customs rules in Mozambique: Buying and transporting coal without a license banned

Since June 1, the government has banned the purchase and transport of coal without the proper license. If the measure is not complied with, the offender will be arrested and sentenced to between one and five years in prison.

According to an article published this Wednesday, June 5, by the news portal Carta de Moçambique, the information is contained in Law no. 17/2023 of December 29 on Forests and Wildlife, which came into force on June 1.

According to the website, article 77(1) of the law states that anyone who cuts, extracts, fells, transports, acquires, stores, sells and exhibits wood, charcoal and other forest resources without a license or without complying with the established conditions, shall be punished with imprisonment of one to five years and a corresponding fine.

“Until proven otherwise, forest resources are presumed to have been extracted or felled by the person who transports them or is in possession of them,” the law states.

The same article establishes that anyone who commits the crime of disobedience or fails to obey the lawful orders of the forest inspector, sworn inspector or other competent public authority will be punished under the terms of the criminal law in force.

Article 79 also stipulates that those who exploit or process timber forest products with instruments, prohibited means or inappropriate techniques, and those who store forest products in joints, yards, warehouses or yards without observing the legally established conditions, will be punished.

This law prohibits the transfer of rights to exploit forest products without complying with the legally established conditions. It should be noted that Law no. 17/2023 of December 29, which came into force on June 1 and repeals Law no. 10/1999 of July 7, establishes the basic principles and rules on the protection, conservation and sustainable use of forest and wildlife resources.
